In 1997, MSF&W was selected to develop the Underground Storage Tank System for the OSFM and continues to support and enhance the system today. The initial project integrated several smaller older PC systems into a PowerBuilder/Sybase client server application.

Following the Requirement Analysis Phase, window prototyping was employed to present system design capabilities to the users for acceptance and feedback in the Functional Design Phase. The design team utilized an iterative prototyping process to achieve the final design. The database design also evolved in unison with each iteration of the prototyping process.
The Development Phase followed the Functional Design Phase and consisted of programming services to make the prototyped screens perform as intended by the design documentation.
At the time it was implemented, this system supported a user group of approximately 25 application processing personnel, 12 field inspectors and the agency legal staff.
Since the implementation of the Underground Storage Tank System, MSF&W has continued to support the system. Due to changes in the Illinois statutes and because of new procedures within the Division of Petroleum and Chemical Safety, changes and enhancements have occurred. These include:
